Driver licensing agents
There is no NZTA office to walk into for a driver licence. Every counter transaction — applications, renewals, replacements, photos, theory tests — is handled by appointed agents, most visibly AA Centres and VTNZ sites, plus a range of other providers. Practical driving tests are booked separately and run from testing locations, which are not always the same place. We do not publish addresses or hours; the official finders below are kept current.
New Zealand does not have driver licensing offices in the way most countries do. NZTA sets the rules and holds the records, but it does not run the counters. Everything that involves a person, a photograph and a form is done by organisations appointed as driver licensing agents, and they are ordinary businesses in ordinary shopping streets.
That single structural fact explains most of what confuses people. It is why service varies between branches of what looks like the same organisation, why one site can sit your theory test and another cannot, and why "what does NZTA say" and "what will happen at the counter" are sometimes different questions.
Who the agents are
The most visible network is AA, whose centres handle driver licensing across the country and are what most people picture when they think of getting a licence sorted. VTNZ sites also act as agents in many places, and beyond those two there is a longer list of appointed providers — including some council service centres and regional organisations, which matter enormously in smaller centres where AA and VTNZ have no presence.
Being an appointed agent is a formal arrangement with NZTA rather than a partnership one business chose to advertise. The agent is processing an NZTA transaction on NZTA's rules, which is why the requirements do not vary between them even though the service does.
What an agent can do
The counter handles the life of the licence document. Applying for a learner, restricted or full licence. Taking your photograph and signature. Renewing a licence that is expiring or has expired. Replacing one that has been lost, stolen or damaged. Updating your name or address on the record. Adding endorsements. Sitting theory tests, at the sites that run them.

What agents do not do is run practical driving tests. Those are conducted by testing officers and booked through a separate process, and the testing location is frequently not the agent where you sat your theory test — a point that catches people out on the morning of the test. Overseas licence conversions also go through agents, but with an additional layer: the country your licence was issued in determines what is required, and translations have their own rules. Converting an overseas licence goes through it.
Not every agent offers every service. Theory testing in particular is available at some sites and not others, and some smaller agents handle only a subset of counter transactions. Confirm that the specific site does the specific thing you need before you travel — a national list of agents is not a promise about any individual branch.
Why we do not publish addresses and hours here
Because we would get them wrong eventually, and a wrong address costs somebody a trip they may have paid bus fare for.
Agent sites relocate, hours change over summer, branches close and new ones open, and a page that lists them all is accurate on the day it is written and decaying from then on. The official directories are maintained by the organisations that actually know. Our city pages below reflect AA locations as verified on a stated date and link straight through to the live finders for everything else, including hours, phone numbers and current service availability.

The other counters
Two networks are easy to confuse with this one because they share buildings.
Vehicle transactions — relicensing your rego, buying RUC, notifying a change of ownership — go through vehicle licensing agents, a separate appointment with a wider set of outlets including some PostShops. Vehicle licensing agents covers it.

Turning up on the wrong day is not a disaster. If a branch is busy, or cannot do your transaction, the requirements are national — another appointed agent will process exactly the same thing on exactly the same terms. What you cannot do is fix a missing identity document at the counter, so that is the part worth checking twice before you leave home.
