Driver licence & test fees
Every stage of a New Zealand licence has two separate charges: an application fee and a test fee. They are paid at different moments — the test fee when you book, the application fee at the counter when you pass. Both are set by NZTA and published on its licensing fees pages. Lessons and courses are not NZTA fees at all and vary between providers. We do not publish the amounts here, on purpose.
This page does not list licence fees. That is deliberate, and it is worth thirty seconds of explanation before you decide whether to stay.
Fee schedules change. When they do, every third-party page that hard-coded a dollar figure becomes quietly wrong, and the person reading it turns up at a counter with the wrong amount budgeted or, worse, makes a decision — resit now, wait, do the course — on a number that has moved. NZTA publishes the current schedule on its licence fees page, it is not hard to find, and it is right.
What that page will not tell you is which fees you are actually going to encounter, in what order, and which ones you can avoid paying twice. That is the useful part, and it is what this page covers.
The structure: two charges per stage, not one
Almost everyone underestimates a licensing stage by exactly one fee, because there are two.
The test fee buys the assessment. You pay it whether you pass or fail, and you pay it again for each attempt.
The application fee buys the licence itself — the record, the photograph, the card. It is paid at the counter once you have a pass to present.
So a learner licence costs a theory test fee plus an application fee. A restricted licence costs a practical test fee plus an application fee. A full licence, the same again. Across the three stages of the ladder that is six separate charges, before any lesson has been paid for.
When each one is paid, and why it matters
Practical test fees are paid at the point of booking, through NZTA's booking channel, for a specific slot. That is the whole reason a late cancellation or a no-show costs you: the money has already changed hands for a slot that then goes unused. The notice period that determines whether it carries over is on your booking confirmation, and the mechanics are on the booking page.
Theory test fees are paid at the counter, at a driver licensing agent, at the time you sit the test.
Application fees are paid at the counter, at the point the licence is issued.
The practical consequence: if you fail a practical test, you are out the test fee only. You have not paid the application fee yet, and you do not pay it twice when you eventually pass. That is worth knowing while you are sitting in the carpark doing arithmetic — the rest of what happens after a fail is on the failed test page.
The charges that are not NZTA charges
This is the distinction that trips people up when they compare prices.
Lessons. Driving instructors are private businesses. Hourly rates vary by city, by instructor and by whether you buy a block.
Defensive and advanced driving courses. The courses are approved, but the providers are commercial and set their own prices for the same approved product. Ringing three providers is a reasonable use of ten minutes — and this is the one course cost that can pay for itself by shortening the wait to your full licence, which is the calculation on the advanced driving course page.
Mock tests and test-day car hire. Some driving schools will hire you a car for the test or run a practice assessment. Neither is an NZTA product and neither is required.
Agent-side extras. Some agents offer services around the transaction — photos, appointment bookings, membership pricing. What is a licensing fee and what is a commercial add-on is not always obvious on the receipt, so ask what you are being charged for if the total is not what you expected.
Never pay a third-party site to "process" a licence application or "secure" a test slot. There is no expedited channel, official or otherwise, and the sites offering one are collecting licence numbers and card details. NZTA fees are paid to NZTA or to an appointed agent, at the point of the transaction — never in advance to a website you found through a search result.
Where fees show up that people do not budget for
Resits. Each attempt at a practical test is a fresh test fee. This is the single largest source of unplanned licensing cost, and it is the argument for being genuinely ready rather than optimistically ready.
Replacements and renewals. Both are chargeable transactions in their own right. If your card is lost and also near expiry, ask the agent whether renewing rather than replacing avoids paying twice within a few months.
Adding a class. Every class has its own theory test, practical assessment and application charges. A heavy class is not an amendment to your existing licence; it is a full set of transactions again.
Endorsements. These carry course costs plus their own application charges, and they expire on their own cycles, so they recur.
Medical certificates. Where a renewal requires one, your doctor charges for the appointment. That is a health charge rather than a licensing one and it does not appear on any NZTA schedule.
There is no penalty fee for taking a long time between stages, and no charge for holding a licence you are not upgrading. The cost is attached to transactions, not to the passage of time. Sitting on a restricted licence for years costs nothing beyond the normal renewal when the card expires.
How to check a figure before you commit money
Read the amount off NZTA's fees page on the day you are about to pay, not from a page you bookmarked last year. If the transaction is happening at an agent counter, the amount is also confirmed to you before payment is taken — and if what you are quoted differs materially from NZTA's published schedule, ask what the difference is for before you tap the card.
