Passenger P endorsement in New Zealand
A driver carrying passengers in a passenger service generally needs a P endorsement and the correct vehicle class. You must have held a current full New Zealand class 1 licence for at least two years; an overseas licence alone does not meet that requirement, though an exemption may be possible. The application includes identity, eyesight, medical and fit-and-proper checks. You may choose a one- or five-year endorsement and must wait for the new licence before carrying passengers.
As the endorsement overview explains, P is a driver endorsement, not permission to operate an entire passenger-service business. The driver, vehicle and operator can each have requirements. A rideshare platform's account approval is also not a substitute for the endorsement appearing on the licence.
Check eligibility before paying for work setup
NZTA requires a current full New Zealand class 1 licence held for at least two years. Overseas experience does not automatically satisfy it. An applicant may seek an exemption to have that experience considered, but should not buy a vehicle or accept passenger work on the assumption it will be granted.
The application includes a commercial-driver medical standard, eyesight evidence and a fit-and- proper assessment. NZTA can consider criminal history, traffic offending and other relevant information and gives an applicant an opportunity to comment before a final adverse decision.
Match the vehicle and service
P covers carrying passengers as a service. The underlying class must still cover the vehicle — a heavy bus may require class 2 or another appropriate heavy class. The operator may need a small or large passenger service licence, and small passenger-service driving can involve an ID card and vehicle requirements.
Do not copy a taxi checklist to a bus or assume one app's onboarding list represents every legal obligation. Start with the NZTA page for the actual service and vehicle.
There is no current mandatory P endorsement course. A provider can sell useful commercial-driver training, but it should not describe an obsolete course as the legal key to obtaining P.
Application and waiting period
Apply through a driver licensing agent with current identity and medical material. Choose the one- or five-year term based on the official cost, likely work period and renewal obligations. NZTA begins the fit-and-proper process after application; it is not necessarily an instant counter decision.
Wait until the new licence shows P before carrying passengers. Keep the endorsement expiry, medical cycle, underlying class, ID card where applicable, and operator or platform requirements as separate renewal items.
