Forklift F endorsement in New Zealand
You need an F endorsement when driving a forklift on a road, and New Zealand's legal definition of road includes some places the public can access, not only streets. You also need the licence class appropriate to the forklift's loaded weight: class 1 with F covers up to 18,000kg; over that needs class 2 with F. The approved F course covers driver licensing. A workplace operator certificate, employer authorisation and site training are separate.
The endorsement overview separates activity letters from vehicle classes. Calling every forklift credential a “forklift licence” hides two systems. Transport law asks whether the vehicle is being driven on a road and, if so, whether the driver licence carries F and the correct class. Workplace health and safety asks whether the operator is trained, competent and authorised for the equipment and site.
Decide whether the area is a road
NZTA describes a broad definition that includes streets and highways but also any place the public has access to, whether by right or not. Depending on access, a factory yard, wharf, reserve, beach, riverbed or road shoulder can fall within it. “Private property” on the title is not a complete answer.
Map where the forklift actually travels, including a short crossing between buildings, loading area or ungated yard. If uncertain, use NZTA's official contact route before assigning work.
Match endorsement and class
For road use, the driver needs F and the correct underlying class. NZTA's current page states that class 1 with F covers a forklift weighing up to 18,000kg when loaded; over 18,000kg loaded requires class 2 with F. Check the machine, attachments and expected load rather than its empty mass.
Complete the approved F endorsement course, then apply at a driver licensing agent with the current form, identity, course certificate, eyesight requirement and fee. The certificate alone does not place F on the licence.
Do not send a worker onto a road because they passed an in-house operator course, or into a workplace because their card shows F. Each credential answers a different risk and both may be required.
Keep employer evidence separate
An employer should document equipment familiarisation, site hazards, attachments, load handling and ongoing competence. Expiry or refresher decisions for workplace evidence should not be guessed from the driver-licence card. Conversely, NZTA says F expires with the driver licence, so renewal of a workplace certificate does not renew the endorsement.
